RE: Language Barriers [A Conclusion]
The results of the vote and its comments are pretty clear: we're very closely split on the issue of whether or not characters will not have automatic translators while they are speaking with one another in-person. I intend to come up with a solution that works for everyone, as well as that fits our setting (using, of course, the reasoning behind my original decision that characters would not be initially able to understand one-another in person).
I admit, I had not realised it would be a pertinent question/issue, and I'm sorry for that. I hope that you all will be satisfied with what we have come up with. It is as follows:
Note: players who've expressed concern regarding having to retcon conversations because they'd already thought the devices were available have our permission to say that their characters had already picked up those devices from the Hold. :)

Upon your character's arrival, they will not be given a translation device. The Initiative intends for individuals to not be able to communicate with each other in person initially. They reference, as an example, the practises of the French Foreign Legion of long ago: many men were stationed and brought together, of many backgrounds and of many, many languages. They were not able to speak the same language with one another as a common language, but they had a common mission: protect and serve the country of France. Their weakness in communication was meant to remind them that they were all the same. They were all human, with common weaknesses and a common purpose, and overcoming those language barriers and cultural differences was meant to be an exercise in solidarity.
However, within the Initiative Hold, translation devices are available to be picked up at your character's leisure. They are not immediately supplied to your character upon entry into Exsilium, but they will be given to a character if that character requests them. They are free of charge.
They are not initially supplied because the Initiative wants to build that solidarity between individuals by leaving those language barriers. They'll supply the translators when they are asked, but they will be disappointed to do so; as it, in itself, is a form of their schooling for their emerging army.
