As Koltira knows Chloe personally, he will take an aggressive approach in ending this situation. He cares for Chloe and does not want to hurt anyone--in the same vein, he will try to stop anyone else on the room team who DOES seem fixing to start unnecessary violence. If negotiations go south or things don't progress to his liking, he will likely start with the spellwork -- but it'll probably be limited to his movement/thought/speech-reducing frost abilities.

In any case, as he's well aware of how Chloe operates by this point, he will likely try to take the lead in this matter.
