He'll be paying very close attention to arguments on both sides in an attempt to figure out who is really in the right here. Does the Initiative actually know what they're doing? Should Transports be in the ones in control of this operation instead? Basically, the system of authority in place is only good if it's the best idea around, and he'll be looking to be convinced one way or another.
