Rosy can manipulate and exploit desires in others, including creating illusions/dreams of what they might desire. Also, she can grant temporary abilities lasting for a few days. Those with powers will probably have at last some energy for those to run off, but a regular human might require that she invest some of her energy into giving them a 'battery' to run off. She has plenty of it, though.
