If controlled people starting going around and hurting others (I'm assuming it won't be obvious or known Catsovi is the cause) Raiden might try to haul them away or kill them outright if they get too violent. That's part of his "life-giving sword" philosophy-killing a few so the innocent may live. If Raiden himself gets influenced by mind control he'd just become violent and unhinged and start attacking people. Either way people die.
I wouldn't have him kill anyone without permission, of course! But he could potentially do a lot of damage, so if it detracts from the overall plot I wouldn't do it.
