I don't know if this is included under 'transparency', but Luke would like to know who exactly is divvying out the missions, calling the shots, etc. The fact they only have the AI to go through doesn't comfort him very much if at all.

He's also going to suggest more effort be put into the city itself, like schools and A REAL SUPERMARKET and more housing for the natives. But that doesn't really benefit the Transports, so feel free to shoot him down.
