Seems like a good idea tying in to the police -- would it be possible to even have particularly keen NPCs perhaps work with a program like this as a community volunteer thing, with donations to help keep the coffee club running at the station?

Self defense courses could be a kind of nice thing (no idea if any PCs are around who could or would be interested in running such a thing, thus considering NPCs?)
